Saipan has a new dog registration policy. All dogs now must be
registered with the government so they don't get thrown over the cliff.
(We don't exactly know what they will do when they catch the
unregistered dogs, but we can only assume they'll throw them over the
cliff where the dead dogs are thrown--or they'll be the new choice meat
at street market.) It costs $6 to register your dog and you get a tag they must wear. (You also must register all "bycycles"--that is not my misspelling, but that of the government.)
So in honor of all dogs in Saipan, here is a picture of my dog, Scruffy, who was apparently sprayed by a skunk yesterday.
